If it's not a physical device somehow, it's likely some other power we haven't heard of. The police here seem like they have no idea what to do with people with powers so they could have easily commissioned someone. If we had any idea what it looked like...

I mean with a city full of heroes I guess it makes sense, but that would mean they're using something to do that... right?
